Manager - Programmes and Reliability Job Title Manager: Programmes and Reliability Salary: Competitive salary plus excellent benefits Contract: Permanent, Full Time Hours: 37.5 hours per week Location: The Base, Crawley Closing date: 30th October 2016 This role will lead a team of Programmes and Reliability Engineers who support the entire VAA fleet. The primary objective of the role is to lead the Programmes and Reliability team, driving their output in support of the airlines safety, security and operational performance targets, within agreed financial constraints. The role is considered the company?s senior Programmes and Reliability Engineer, responsible for the development and oversight of VAA Maintenance and Reliability Programmes. The role requires close liaison with operational stakeholders, internal and external support providers, OEMs and regulatory bodies. Day to day Budgetary Control Contracts/Negotiations/Vendor Management Compile an annual manpower budget, modifications and training cost requirements for inclusion in the FTM budget. Monitor and manage expenditure against defined budgetary limits. Provide Maintenance Programmes and Reliability support for contract negotiation and management. Develop effective relationships with key stakeholders (TC holders, OEMs, MROs, EASA, UK CAA etc.) Ensure modifications and maintenance is forecast accurately and spend controlled per budget. Safety Investigate occurrence reports and deliver corrective actions to prevent and mitigate reoccurrence. Prioritise those with highest risk and severity. Ensure Department procedures and Local Office Instructions are followed by the team and that they reflect all the relevant business processes, regulatory requirements and are up to date. Develop and maintain safety culture that is consistent with Virgins Safety Management System. Communication Policy & Strategy Deliver effective communication to the team, management, Engineering and the airline, ensuring escalation strategies are developed. Compile and organise medium and long term strategies to meet the projected airline business requirements. Actively encourage & manage relationships within Engineering, with Airline departments and outside companies. Key relationships: Aircraft/Engine/equipment manufacturers, MRO, Service Providers and leasing companies. Set the Fleet Management strategy for modifications, maintenance programmes and maintenance/work scoping policies to ensure safety, reliability and fully optimised life lease cycle cost management. Manage strategies for future regulatory rule making e.g. NPAs, NPRMs, airspace requirements etc. Ensure the Maintenance and Engineering System functionality is used to full effect, to carry out the functions of the department and that the system is fully integrated into the department business processes. People and Performance Management Provide sound leadership and manage the team?s performance to achieve the business plan objectives. Assist the Fleet Technical Manager in developing the department?s annual business plan and deliver the objectives of this plan. Ensure all technical, recurrent, professional and commercial training requirements are defined, planned and implemented to maintain and build the technical knowledge, skills required to ensure that regulatory requirements are satisfied. Manage the selection and recruitment of staff to have a positive impact on the team?s performance, skills and experience. Provide sound leadership and direction, developing a multi-disciplinary team that can support the requirements of Engineering to comply with all aspects of EASA regulations whilst ensuring fleet availability. Manage sickness, leave and lieu time to ensure manpower availability to meet department requirements. Ensure adherence to the departments Health & Safety policy to ensure a safe working environment for all employees. Staff performance and development through regular appraisals, one-to-ones and team meetings. Technical Management Work with all areas of Engineering to drive improvements in Technical and organisational reliability. Set fleet equipment and maintenance policies based on safety, technical performance, reliability and cost of ownership, with a firm focus of life cycle cost management. Deliver the highest safety standards whilst ensuring maximum operational reliability, at optimum cost through effective decision making. Review technical data provided by OEMs, Vendors and regulatory agencies to ensure appropriate actions are taken within defined timescales and budget. Project manage change programmes to specification in a cost effective and timely manner, not exceeding deadlines. Provide technical support to the Engineering Organisation to ensure safe, punctual, efficient and cost effective operation of the VAA fleet. Also for acquisition or disposal programmes. Optimise the Maintenance Programme for each fleet to ensure that the maintenance is effective, operational reliability is meeting VAA targets and is at optimum cost. Define new aircraft, engine and component configurations, maintain and update allowable configuration within defined rules. Audit and ensure conformity of aircraft About you We are looking for candidates who have aviation related engineering degree/HND (or equivalent) or a recognised apprenticeship and qualifications to the level of a licensed engineer or suitable documented industry experience. You will have previous experience in aircraft Maintenance Programme and Reliability management, with an understanding of EASA Part M. Knowledge of the key safety and reliability issues surrounding aircraft systems and components would be ideal. Demonstrable leadership and management experience is essential in this role. You will be an excellent communicator and be able to lead and motivate a team. You will have the ability to work on your own initiative and deliver on all objectives.
