About the teamLive Services (LS) provides high quality IT services to Home Office Technology customers by - Providing our users with the tools they need to access and engage with services, including a Technology Service Desk, product portals and collaboration tools.Providing professional Service Management & Integration, including effective operational control, service performance and supplier management processes.Delivering the technical Service Support capabilities required to operate our platforms, applications and toolsets.Maintaining the Operational Security of our live services.Controlling the Service Architecture and lifecycle management of our services.Providing effective Business Management to ensure that Live Services operates as a highly effective organisation. Project InformationHome Office Digital, Data and Technology Live Services is looking for innovative and talented IT professionals to join our teams. We support diverse portfolios of IT services that support customers across the wider Home Office departments and its agencies such as policing, drugs and crime policy, immigration control, passport services and counter-terrorism functions. Our customers need efficient and effective technology and we seek enthusiastic and dedicated people to manage and improve our services as the Home Office transforms. You will work with colleagues and suppliers (both internal and external) to support a range of critical national infrastructure systems, which support 100 million border crossings, 4 million immigration applications, 6 million passport interactions and 4 million criminal records every year. Responsibilities and accountabilitiesThis role is part of the Home Office Digital, Data and Technology Live Services Business Management Team which is primarily responsible for enabling Live Services to operate as a business, demonstrating value and cost effectiveness to our customers across the Home Office. The SEO Talent and Development Manager's role works collaboratively across Live Services as well as with wider DDaT and HO teams, with specific responsibility for: Leading on workforce planning, working across the department to produce accurate forecasts and implement strategies and supporting plans to achieve and maintain resourcing levels, factoring in market, geographical and estates considerations.Leading on the planning and implementation of large scale recruitment campaigns (internal and external). Creating sourcing strategies to identify, attract and retain high quality people to fulfil the required role profiles and diverse business needs. Evaluate the value of each recruitment campaign/strategy based upon its cost effectiveness and ability to attract and appoint high quality candidates.Plan, promote and evaluate key learning and development opportunities designed to improve organisational capability, promote a culture of continuous improvement and support individual career paths and professional development.Establish local employee apprenticeships, academies, graduate trainee and mentoring schemes. Including agreements with partner departments or organisations and promote these opportunities.Management of the Live Services organisational structure, to ensure this remains in alignment with agreed budgets and the Business Plan, presenting summary reports and recommendations to the senior leadership team.Ensuring compliance with the Home Office Performance & Development Review (PDR) and talent management cycles and processes, assuring consistency and fairness throughout.Ownership and management of the staff reward and recognition schemes, promoting the recognition of achievements of individuals and teams, ensuring fairness and consistency as well as promoting the work of Live Services.Promote learning and development opportunities across the department. Performing gap analysis and designing and implementing plans to build required skills and capabilities to support the continuous improvement of the department. Supporting line managers in identifying talent or individuals with performance issues so that both groups can be supported with appropriate learning and development options. Essential CriteriaYou will need to demonstrate within your application the following essential experienceExperience of establishing effective talent development strategiesExperience of recruiting and sourcing candidates at a variety of levelsExperience owning and managing staff reward and recognition schemes.Background overseeing the training schedule for staff, ensuring that all teams and staff have access to the training they need.Significant expertise leading resource planning and recruitment (both internal and external), in collaboration with and supporting the business team leads. Background in management of graduate and apprenticeship schemesGood influencing and persuasion skills.High service expectations and customer service standards Desirable ExperienceThe ability to develop and maintain an active network of contacts relevant to the role and department's needs.
