Head of Financial Services

Location: Eastbourne and East Sussex areas

Travelling: This will be involved within the local area

Duration of role: This could be 3-6 months and maybe longer, the role be open whilst recruiting for a substantive replacement, the successful interim person may be considered

Pay rate: £30.00 to £36.50 paye per hour or £38.26 to £46.56 umbrella per hour depending on skill and experience

Working days and hours: Monday to Friday, 37.5 hours per week, 9.00am to 5.00pm

Job Purpose

* The Head of Financial Services will take a strategic lead in providing a fit for purpose service to deliver financial objectives consistently across all units in this portfolio of work. The postholder will therefore play a pivotal role in ensuring that the following fundamental and underlying activities necessary to organisational success are achieved.

* To provide a complete range of technical financial services to the Trust and specific services to local CCG’s, ensuring the integrity of all income, expenditure and control account transactions and the completion of Trust’s reports and Annual Accounts.

* To take overall responsibility for the provision of the Trust’s financial systems and management of those systems.

* Manage the Trust liquidity to maximise BPPC performance whilst minimising risk to cash balances

* To drive the Trust’s delivery of the financial aspects of the assurance framework.

* To ensure the Trust’s accounts are reported free from material misstatement as a result of error or fraud and that the Trust receives an unqualified audit opinion on its annual report and accounts.

* Have overall responsibility for the financial management and control environment surrounding the capital program.

Key Duties and Responsibilities

* Financial Services

* Manage and take overall responsibility for the service provision and quality of the Financial Services Team, Payroll Team and Financial Systems Team

* Provide operational management and leadership for the Financial Services, Payroll and Financial Systems Teams

* Will lead on all technical accounting functions on behalf of the Trust.

* Contribute to the monthly finance reporting process by updating the Board report for cashflow, statement of financial position and capital items

* Manage the Trust’s annual accounting process and timetable, ensuring the timely completion of the statutory accounts, interacting with service managers and departments and the statutory auditors as appropriate to meet all regulator deadlines for submission;

* Contribute to the accurate and timely setting of the 5 year capital strategy and annual capital budget. Chair the Capital Review Group to ensure robust oversight of capital spend and authorisation processes.

* Management, including completion, of the NHSI financial and monitoring processes for the Trust, including the financial estimates for capital charges, interacting with the NHSI and DHSC finance managers and analysts as appropriate;

* Manage the Trust’s statement of financial position, and ensure that revenue and capital accounting in the Trust ledgers are able to satisfy local and national requirements;

* Directing and advising on technical accounting issues, interacting with the NHSI, DHSC, and auditors as appropriate;

* Manage and develop financial procedures Trust-wide, including Standing Orders, Reservation of Powers to the Board, Standing Financial Instructions and Counter Fraud Policy, Payroll Policies and any other policies pertinent to the role

* Manage the payment of suppliers in accordance with contract terms, ensuring the best compromise between maintaining liquidity and compliance with BPPC.

* Manage the recovery of all debtor income due to the Trust, including that due under the Road Traffic Act, for Overseas Visitors, and medical staff category II fees;

* Co-ordinate the management of hospital and Trust HQ cashier services; lease car insurance arrangements and other miscellaneous financial services

* Manage and oversee Trust taxation issues and relationships for VAT, the Construction Industry Tax Scheme, IR35 and other HMRC schemes that may be inforce at any given time.

* Manage and account for all Charitable Fund activities, including liaising with the Charity Commissioners and produce the Charitable Fund annual accounts.

Payroll

* Manage and have overall responsibility for the service provision and quality of the Payroll team, maximising income generation where appropriate

* Take overall responsibility for the accuracy, timeliness and quality of the Trust’s payroll and pension provision.

* Provide operational management and leadership for the Payroll senior team

* Recruit and develop committed staff to ensure that the appropriate levels of skill mix of staff meet the needs of the service now and in the future.

* Ensure all staff in the department have regular feedback about their performance and have active personal development plans in place to meet Directorate, Trust and personal objectives

Experience

Substantial experience of finance at a senior management level in the NHS, including management of complex budgets and achieving financial balance

Familiarity and expertise on management of bespoke financial systems

Experience of project management and leading programmes to successful conclusion

Experience of contract monitoring, negotiating and keeping within resources.

Demonstration of successful building, maintenance and utilisation of robust relationships across a wide range of stakeholders.

Expertise in the key financial areas of the portfolio

Up to date knowledge of financial policies affecting the NHS

Awareness of social, political, financial and business issues affecting the NHS.

Understanding of the NHS modernisation agenda.

Wide experience of NHS financial accounts, management of financial services, including cash and treasury management, financial modelling and forecasting
