Scheme overview

CGBW is a “not for profit”, membership-led Business Crime Reduction Partnership operating Shopwatch and Pubwatch schemes for the benefit of local retailers, licensed premises and the public of Crawley. Its objective is to help its Members in the Business Community to reduce crime, making Crawley a safer environment, to work, live, shop, travel and socialise.

Crawley and Gatwick Business Watch is a membership organisation comprising business representatives, the police, the local authority and other stakeholders relevant to pursuance of the schemes aim.

A member is defined as a business located in Crawley which has signed an agreement to abide by the code of practice and operating guidelines of the Crawley and Gatwick Business Watch Scheme and has paid the relevant membership subscription to the scheme.

The principal activities of CGBW include the operation of a town-wide radio system for the exchange of live intelligence, a secure intranet giving members details of known offenders and an exclusion notice scheme banning offenders from all our member’s premises. CGBW also helps to develop and deliver a range of additional projects, often in partnership with others, for the benefit of its members.

The Scheme has been accredited the Safer Business Award and works to very strict protocols and guidelines. Under the CGBW umbrella it operates Manor Royal Business Watch (MRBW) which is specifically for the businesses in Manor Royal Business District.

It was originally set-up in 2006 and Henry Smith MP is its Patron.

Role Overview

The Manager will oversee the successful delivery of the scheme and any related projects.

The role of Crawley and Gatwick Business Watch is to support the reduction of crime and anti-social behaviour (ASB) in Crawley. The Manager will be expected to support the development of the scheme, increasing membership, engagement and interaction and representing the interests of its members as required.

The role must deliver regular communications to its members, keeping them updated and informed on current activities, projects and success stories. The role includes the development of projects (including but not limited to events, workshops and training) aimed at providing further value to members and stakeholders.

An essential role of the Manager is to ensure the Scheme complies with strict protocols and standards in order to maintain its accredited status and to ensure members abide by the rules, ethos and principles of the scheme, taking action as necessary where there is a breach.

The Manager should be able to work effectively as part of a team while being confident of working independently actively seeking out and looking to adopt good practice in developing the scheme and in brokering positive relationships with scheme members and stakeholders.

Job Description: 

Crawley & Gatwick Business Watch Scheme Objectives

The aim of the scheme is to lawfully and legitimately gather, collate, exchange, process and manage all information relating to crime, its commission and perpetrators by members of the Crawley and Gatwick Business Watch. To reduce and prevent criminality, violence including the threat of violence and antisocial behaviour, in order to create a safe and secure environment for those visiting, working and running a business in Crawley. It’s stated objectives are:

  • The prevention and detection of crime.

  • To reduce the opportunity to commit crime.

  • The apprehension or prosecution of offenders.

  • To reduce retail crime losses for members.

  • To create a “safe and secure" environment for customers and staff.

  • To strengthen partnerships with the police, local authority and others.

  • To be an integral part of the local community safety strategy.

Main Duties

Purpose

  • To manage and develop the Business Watch Scheme for the town

  • To develop and maintain the scheme database

  • To promote intelligence gathering and disseminate intelligence to members of the scheme,

  • To provide the link between members of the scheme, local authority, Police and other bodies.

  • To take responsibility for the management, analysis and dissemination of information, developing target profiles, exclusion notice schemes and to promote new membership, in order to demonstrably - reduce crime and disorder, anti-social behaviour in Crawley.

Responsibilities

  • To engage in partnership working with the business sector enabling them to contribute to the reduction of crime and anti-social behaviour.

  • To ensure the rules and protocols of the scheme are understood, updated and adhered to

  • To play a collective role in the management of the radio network, including its proper use.

  • Analyse data and liaise with appropriate agencies to produce target profiles on individuals committing crime and disorder within the area.

  • Maintain a database of information received from scheme members and partners in order to accurately disseminate intelligence to scheme members on a regular basis.

  • Manage information exchange between other agencies particularly Police, Community Safety Team, Trading Standards, Environmental Health, Council Licensing Officers etc.

  • Actively contribute to the planning and implementation of crime reduction projects and initiatives

  • Develop links with businesses to bring about an increase in membership numbers.

  • Work with the Police and the Council to make best use of anti-social behaviour legislation

  • Maintain and manage the secure intranet system (DISC), including overseeing its proper and effective use, managing content and ensuring protocols are adhered to.

  • Promote and administer the Exclusion Notice Scheme.

  • Complete annual audit on all members to ensure data is held securely, obsolete data is securely destroyed, and members are following the rules of the scheme.

  • In conjunction with the scheme accountant, ensure all members subscriptions are promptly paid, and implement procedures for any late payments.

  • Maintain and manage the content of the CGBW website www.cgbw.org.uk/

  • Ensure regular Intelligence meetings take place with businesses and accurate minutes are produced and disseminated, including meetings of the various “watch” groups, AGMs, servicing the CGBW Board and any other related meetings.

  • Production of key performance data for use by the Board and, where appropriate as determined by the Board, scheme members and partners.

  • Attend and represent the scheme and its members at meetings of other agencies as required

  • Keep up to date with current developments and legislation as it relates to the lawful and effective running of the scheme and its projects, including any relevant licences and registrations are in place, including but not limited to: DISC Licence, Data Protection, Public Liability Insurance, Indemnity Insurance and Ofcom Licence.

  • Produce a safe system of work to. ensure personal Health and Safety and that of others, and review on an annual basis.

  • To undertake additional responsibilities commensurate with the role as directed by the Board.
